Project preparation handbook (Grover, 1983) Pre-feasibility study of the project containing drinking water and sanitation a major city (Port City). It consists of measurements of activities aimed at institutional development and rehabilitation of infrastructure and a project which covers almost all urban areas ranging from the slums to the rich. This handbook is primarily outlines a complete financial analysis of the project illustrates the impact of tariff systems managers rise to the financial viability of water and sanitation. This case study is recommended as an additional material that needs to be known by the participants prior to practice 3 hours.

1.         Development of institution: legal requirements, improved organization, and administration, and human resource development.
Needed a law to bind a rule that an institution responsible for a provision that has been set out in a regulation or law. Improved organization organizational functions need to be improved aar water supply and sanitation is perceived and distinguished, in order to avoid overlap
between the functions of the organization (responsibilities and functions).
Improved administration also needs to be done, because with good administration with complete facilities and will facilitate the smooth implementation of tasks of an organization. Human Resources trained and educated will greatly affect the development of the institution. Human Resources Development can be done with training, seminars and education (schools).

2.         Financial Analysis: The ability of the technology to low-income neighborhoods,
cross-subsidies between high and low income groups, the level of rates and the marginal cost of the facility, the method of data collection, project flow during the project, the company's long-term viability of drinking water and sanitation.
Technological capabilities in a low-income area, usually requires relatively simple sanitation but can be used with either. For example, the sewerage and so on as well as adequate facilities and helpful enough for a modest-income areas that can be owned separately.
For cross-subsidies between high and low income groups, can be connected with standard services. So it is not the differences between the high-income group and low income. If there is a difference it will cause a sense of social jealousy. To subsidize the initial cost is large enough can be obtained from the central government. So that each program can develop the existing services in these areas and look forward to any gradually in maximum subsidy costs.
The level of rates and the marginal cost of the facility, the government policy in improving the rate and the marginal cost of the facility typically vary in each state. But in order to increase the rates sought to achieve a financial self-sufficiency in managing waste water and sanitation to the local community who use the tuition cost facilities.
Methods of data collection are:
·       Institute legislative function to review and approve discretion in the application of regulations.
·       Ministry of economic planning function for long-term planning where to allocate the national finances and abroad.
·       General Service Committee serves for policy planning and priority sectors for review rates.
·       Agency serves the financial sector to finance and monetary policy.
·       Health Department works to establish and monitor standards of re-Province
·       Department of public works or planning unit serves for detailed planning, allocation of resources.
·       Agency clean water management serves as a national policy implementation and construction supervision of local authorities monitoring, workforce training through the operation and maintenance of small systems.

Project flow during the project, typically used in flow so that the cost of this project can be run properly.
